Creates a copy of exactly one project, including auto-generating its Pre-Con ID the same
way the bulk range endpoint does. Unlike that endpoint, this
does not require the EditProject or BulkActions permissions, since it can only ever create
a brand-new project (the submitted id must be empty) and can never be used to bulk-add or
edit an existing project.
